The Prussian Cabinet Order of 28 November 1766 has been regarded as the first document "generally declaring the principle of illegality of reprinting for the Prussian lands" ("Hiermit war das Princip der Unstatthaftigkeit des Nachdrucks überhaupt für die preußischen Staaten festgestellt" - Friedrich Hermann Meyer, "Reformbestrebungen im achtzehnten Jahrhundert", Archiv für Geschichte des Deutschen Buchhandels, 12 (1889): 246) The Prussian King (the document is signed by Frederick the Great himself) declares that he has had the Charter of the Publishers' Association set up in 1765 (d_1765) examined, and that he has ordered Councillor Karl David Kircheisen to announce to all local publishers a general ban on the reprinting of any publications. The Cabinet Order was a reaction to both the establishment of the Publishers' Association in 1765 and to a Prussian-Saxon dispute caused by a reprint carried out by the Berlin publisher Pauli in 1765 (d_1765). The Cabinet Order illustrates, furthermore, how a general ban on reprinting - even of works that were not privileged - was instituted in Prussia before the relevant sections of the Prussian Civil Code came into effect in 1794 (d_1794).
