The commentary surveys the more significant changes introduced by the revision of 1870. These included both procedural and substantive reforms. The administration of copyright was reorganized and centralized in the hands of the Library of Congress, a step that in time would give rise to the position of a Register of Copyright and the Copyright Office. On the substantive side, the subject matter of copyright was significantly expanded, and new entitlements such as the right of translation and an extended dramatization right were added.
