Council of Four Lands Printing Regulation, 1594
1. No printer shall print any books without permission of rabbis and lay authorities. And should any printer disobey this order, they (the rabbis and lay authorities) shall close down his printing establishment and excommunicate the printer and all who took part in the work.
2. It is forbidden to print in Italy any books that have been printed in Krakow or Lublin. And if such books are printed in Italy, the leaders of the Lands shall endeavor to prevent them from being sold here for a time. They shall notify Italy in advance and should come to agreement here regarding how much [tax] from each edition must be deposited with the community treasury. May God preserve them and keep them alive.
