LIBERTY, EQUALITY, FRATERNITY

PUBLICATION.

The PROVINCIAL ADMINISTRATION of HOLLAND, to all their Fellow Citizens, who will see or hear read this: Prosperity and Fraternity! Let it be known:
That not long after the latest turn of events, on the occasion of the request of a Booktrader residing in this Province, made to the then provisional Representatives of the People of Holland by Petition, in order to allow him being granted an exclusive Patent or privilege to print and publish certain Work, (on which he had obtained the so-called Copyright) to style, being suggested to the Hon. Meeting by some members in their midst whether such exclusive Patents should not be understood as in conflict with the Human rights, and whether furthermore ought not to be left to the Booksellers to make arrangements among themselves for the protection of everyone's due right, or it should be provided for in any other way, this has lead the aforementioned provisional representatives with the Decree of 27th February 1795, to hand over the aforesaid Petition, and the suggestion following, to the then Committee of Commerce and Seafaring, to which another two members of the aforesaid Meeting have joined as concerns the Book trade, in order to investigate it, and to report on their findings and considerations: While subsequently on the occasion of several additional petitions handed in by various booksellers about the repor-

PUBLICATIE.

Het PROVINCIAAL BESTUUR van HOLLAND, aan alle deszelfs Mede-Burgeren, die deze zullen zien of hooren leezen: Heil en Broederschap! doet te weeten;
Dat niet lange na de jongste omwending van zaken, ter gelegenheid van het verzoek door eenen Boekhandelaar in deze Provincie woonachtig, aan de toenmalige provisioneele Representanten van het Volk van Holland by Requeste gedaan, ten einde aan hem zoude 'mogen verleend worden een uitsluitend Octroy of Privilegie tot het drukken en uitgeeven van zeker Werk, (waar van hy het zoogenaamd recht van Copie bekomen had) als naar style, aan de welgemelde Vergadering door eenige Leden uit het midden van dezelve voorgedragen zynde, of zoodanige uitsluitende Octroyen niet zouden moeten begrepen worden strydig te zyn met de rechten van den Mensch, en of wyders aan de Boekhandelaars niet behoorde overgelaten te worden, om onderlinge schikkingen te maaken tot bewaaring van ieders deugdelyk recht, dan wel op eenige andere wyze daar in zoude moeten worden voorzien, zulks aanleiding heeft gegeeven, dat door de voornoemde provisioneele Representanten by Decreet van den 27. February 1795, de voorsz. Requeste, en daar op gevolgde voordracht zyn gesteld in handen van het toenmalig Committe van Koophandel en Zeevaart, aan het welk noch twee andere Leden van de voorsz. Vergadering zoo veel den Boekhandel betreft, zyn toegevoegd, ten einde dezelven te examineeren, en van hunne bevinding en consideratien verslag te doen: Terwyl vervolgens ter occasie van diverse nadere adressen door verschillende Boekverkoopers over het gemel-
